Job Summary
To deliver comprehensive HR services to managers and staff as part of the HR team. This includes Employee Relations, Training, Organizational Development, Employee Health and Safety, and HR Administration. The HR Officer will ensure that HR policies, procedures, and practices align with organizational goals and healthcare regulatory standards, supporting an environment of excellence in patient care and staff development.
Job Details
1. Recruitment
• Ensure staff requisition and justification forms are fully filled out prior to interviewing.
• Prepare job advertisements and ensure placements of the same
• Participate in interviews in a timely and professional manner
• Conduct thorough background checks with more than two referees to attain objectivity
• Ensure keep-on-files are filed and referred to for any new positions
• Effectively introduce and notify employees about new recruits
• Ensure all new staff undergo orientation within the first two weeks of their employment
2. Risk Register and HR Balance score card
• Ensure the employee staff register is updated monthly
• Maintain and update the balance score card and share with the specified senior management team members
3. Staff Attendance
• Ensure staff clock-in system is updated with the new staff
• Follow up on any challenges faced with the clock-in system
• Send end of month attendance reports to heads of departments to ensure required working hours are met
4. Policy Development and Implementation
• Participate in the development and implementation policies, procedures and process directly or indirectly in human capital management
• Have a good understanding of all organizational policies and be in place to explain them clearly to staff
5. Performance Management
• Coordinate annual appraisals and mid-year performance reviews.
6. Staff Welfare
• Implement staff welfare committee action points
• Submission of self-development articles and HR staff updates using email or intranet
• Monitor staff birthdays through a tracker and generate HR birthday messages accordingly as a way of identifying with staff
• Ensure all admitted staff are visited by HR team during their admission in the hospital
• Be responsible for organizing social events and other staff-related programmes e.g. staff outings, gifts and/ or communication for weddings, birthdays, football games etc
7. Leave Management
• Follow up to ensure leave plans are developed for different departments and adhered to
• Ensure Approval of leave applications
• Maintain data on leave days taken, outstanding etc.
• Monthly leave reports to line managers with main focus on the leave liability
8. Management of staff exit process
• Preparation of exit letters i.e. response to resignations, termination letter etc.
• Ensure proper or full clearance and handover of exiting staff
• Participate in exit interviews and attitude surveys
9. Learning and Development
• Assist L&D in programs i.e. Identify training needs in collaboration in training and ensuring attendance.
10. HR Administration and Documentation
• Draft HR letters, including contracts, warnings, and recommendations.
• Maintain accurate and confidential personnel files
• Ensure compliance with documentation requirements for healthcare professionals, such as practicing licenses and work permits.
Requirements
- Bachelor’s degree in human resource management, Work & Organizational Psychology, Business Administration, or a related field.
- At least 2 years’ HR experience, preferably in a service industry.
- Practical knowledge of employment law and HR policies within Uganda.
